Minecolony claims prevent non-operator staff on servers from performing basic duties, and there is currently no way to give them permission to use the Minecolony admin commands without giving them Operator status.
Feature description
Please add a Config that allows server owners to set their own permission levels required to use the Minecolony admin commands.

Context of my request:
I'm running a large server and I am trying to create staff roles.
I would like to give my "Moderator" staff role, which does not have Operator status, the ability to add themselves to peoples minecolony claims.
Currently, when I give them the permission to use those commands, they do not work, because even though I have given them permission to use the commands, the commands themselves still require OP status to function...
Minecolony claims can be very disruptive to minor staff duties that should normally not require operator intervention, and It is not realistic from a server hosts standpoint to have a million operators running around. It would be very server friendly if you could add a way to configure permission levels for commands.
