Those permissions already exist There is one which decides whether you can slap citizens with a fist, there is one that decides whether you can attack citizens, and one which determines whether guards are hostile to players of that rank
By the way, guards are able to fight the raiders without the use of golems or you. If guards don't see the raiders, you can rally them towards the raiders using a rallying banner

Ex: The problem is frustrating that in co-op and in single-player mode, guards can attack players on a regular basis, even with higher rights. (I use an English translator)

Add a function to the watchtower/barracks or to the town hall among the rights. Prohibiting the beating of the players by the guards and disabling the aggression of the trainees on certain rights of the players (officer, head of the settlement, friend)

If during the game one player (not necessarily the head of the colony) just so or accidentally hits another, then the guards immediately begin to aggress and neither a change of weapons, nor an exit from the world, nor a change of guard helps. And the more games there are, the more problematic it is, and to protect the colony you have to put golems (not convenient), and the guards are simply set up for the happiness of the inhabitants and during raids you have to cope yourself.
