Thanks to Moobien for making the fix

Proposed changes

Fix the water flow in the concrete mixer's hut, such that the concrete mixer recognises the water
Add water dispensers such that the water wheels in the concrete mixer's hut are by default standing still, such that the builder doesn't get confused about them
