Proposed changes

Pen changes for the herders level 1
Add missing levels for the hospital restaurant
New "quarrier's hut" building, a mine without mineshaft, made to hire quarriers in
Removed the water park from the concrete mixer and glassblower complex. They now have water tanks
Fix the erroneous double guard tower hut blocks in the mine's basement
Fixes for child buildings in the concrete mixer and alternative barracks
