Creates a way to set up an assignment for students on a particular instance without having to set custom parameters.

Instructors can check a box next to the resource they'd like this instance to open to.

@arthurian Is this ready to be merged to master? I forgot if there was a specific reason it hadn't been besides me being busy on a different project.
