Log time-spent edits in task history #592

When working on a task if you forget to stop the timer before leaving the 
computer or putting it to sleep time spent will continue to accumulate. While 
it is possible to edit the time spent there is no record of when the edit was 
made so you have to remember when the change was made if you use the timer logs 
for reporting.
