Upgraded PNPM from 8 to 9
Bumped all packages to latest and tested to ensure things were working
- the only package not updated is ESLint to 9
- This is because 9 requires a complete re-write of configs, and Typescript-Eslint and Vue-Eslint both have not updated their packages to properly work with ESLint 9 due to the complexity.

Build passes Tests pass
