RMQ Admin port access is not retaining connections and causing TIME_WAIT issues #367

As a maintainer I want to have queries to RMQ admin ports either reuse sockets or have the client discard them In order that TIME_WAIT states are minimized on the RMQ server

Upgrades to the rabbit hole library have been completed. Will observe for any changes in behavior.
