Removed the explicit compat bounds on dependencies.
They were unnecessarily strict before. Except in instances on older Julia versions I don't think compatibility issues will be a problem. If you encounter a compatibility issue, please open an issue.
Removed excessive TOML files
The Manifest.toml is now removed, which is best practice so people instantiate their own versions with compatibilities. The Project.toml in /test/ is also gone now. Instead, [extras] and [targets] in the primary Project.toml provide testing dependencies.
Added @safetestset and @time macros to tests
This silos each tested file into its own module with its own dependencies, and also times each test set.
