Updated maxzoom for CartoDB to 20 #403

According to the documentation for CartoDB, the maximum zoom level can be 20 instead of 19. Also tested it, and tiles seem to be working for zoom level 20. (based on https://github.com/pietervdvn/MapComplete/issues/469)
