[Allomancy] The Mists TLC #66

The first pass is in, but we would like to further improve it:

[ ] Misty particle effect on ground is needed when the mists are close
[ ] The mists should not show underground
[ ] The mists should not show above ground when you're inside a building (may not be practical)
[ ] while burning tin, the mists should be pushed back and be coloured closer to white
