Move CONTRIBUTE.md to website folder #30

CONTRIBUTE.md and environment.yaml are only relevant to the website itself. This PR moved the files to the website folder to make that more clear.

@jbusecke Thanks! FYI, I'm about to submit a PR that restructures the website. It also includes an updated CONTRIBUTING.md, so that people can actually build the website locally. Give me a few minutes! :)

Oops looks like crossed wires there... hopefully merging the latests changes on main into your WIP PR is not too hard, @NoraLoose.
