Need spectral metrics (akin to Mooers et al. 2020) #35

Currently, metrics are calculated with respect to point estimates, which do not capture performance on matching spatiotemporal heterogeneity. Mooers et al. 2020 makes use of spectral metrics for a similar problem, and including them in this repo is a future task.
