Scope

It's really important for the challenge-services to be running reliably as otherwise invalid operations could pass on the LeapDAO Plasma chain
As part of implementing the health monitoring system, the event scanner's uptime should be tracked

Deliverables

Implement a route that allows for a user or operator to check the uptime of the event-scanner

Gain for the Project

Tracking uptime as a KPI incentivizes to design for uptime and reliability of the service
