To provide peace of mind and prevent regressions it would be good to create a basic test for CAS feature as it is not trivial to test it without prepared env.
Scope
create a test with the following setup:
run two validators
stop the second validator (or otherwise prevent it from running checkBridge)
push network to the next period
verify that no period is submitted within the next blocks
start the second validator (or otherwise make it run checkBridge again)
verify that period was submitted
