Figure out the way to rotate validator key

Sometimes we need to rotate validator key — change the signing key to a new one. This is needed e.g. for offboarding people who had access to validator key.

Scope

• create a writeup somewhere in the playbook on how to rotate the validator key
• test the procedure on local network. Make a test for multivalidator setup and single validator setup (current mainnet). Make sure there is no significant downtime

Deliverables

• writeup with instructions in Ops part of the playbook
