StatusPay - gas economics proposal

Currently StatusPay expects about to have scaling comparable to Visa/Mastercard at 2,000 TPS or more. Transaction cost is ideally between 0.01$ and 0.05$. Given the cost of operating the rollup, can a gas economy be proposed that still provides a profit to the operator(s)?
