if a user bets on yes first, then on no, his bet amount will be 0 and he will not receive any payout. what to do?

Require either yes' orno`. First wins

if i bet on yes already, i can only increase my bet, but not decrease?

I wasn't aware that one could bet multiple times... That's a contradicting logic but still ok. It is an example useCase after all
