Backend CI Config

• Created workflow for iOS and Backend
• This seems like a good start for having tests run for both iOS & backend
• We can optimize this later with possible git triggers based on labels...IDK

Seems good to me, although can't be sure of anything, I guess we'll see on the next commit :)
