Adding Python Installation Instructions #563

In the OpenAI_On_Python.md file, I added the instructions to check if Python is installed on your device and if not provided links to the instructions of downloading Python. When appropriate, I explained the differences between Mac and Windows users. I included my references at the bottom of the document.

Hi Julian Super interesting explanation of how to install the Open AI but maybe you could add a code snipet or a picture to make it more understandable and enjoyable for the reader?
