Punting this until after the stable release. This needs further investigation, since there is no obvious cause from looking at our code. If someone tells you they have paid and they show up in First Data, you can easily submit a payment through the admin interface (as I just did for the one confirmed case).
Please obtain receipts and any other data you can get from the people who are affected, and I'll take a closer look later.

Hopefully this problem was specific to FirstData. Closing, since we've removed that module.
There have been students who have receipts from FirstData but who do not show up as having paid under /admin/accounting/transfer/. The blank transfer(s) described in #1043 appear as line items of type "Program admission" from "receivable" to the program account, but the completed "Student payment" line item from "(None)" to "receivable" does not appear, nor does the payment subtract from student.itemizedcosttotal.
For what it's worth, this seems to happen frequently with siblings -- one will show up as having paid, but the other(s) will not. (Parents will have FirstData receipts for all children.) This may be just the effect of having someone close to compare with, so it gets reported more often.
