Associate timeslots with grade ranges #286

The MIT programs limit certain timeslots to certain students (e.g. evening classes for high school students only). We need to make this explicit in our models so that our scheduling system is aware of the constraints without needing to do manual checking or implement messy hacks. The resource management module also needs to be updated to allow specifying this information.

Is this still desired by any programs since MIT split up Splash/Spark for HS/MS?
