Docs for SR15 #3633

This is a PR for all of the documentation for the SR15 release planned for June 2023.

Some notes about things we'll need to handle during the release:

Back up old logo, header, and favicon files (https://github.com/learning-unlimited/ESP-Website/pull/3560)
Delete old theme template overrides that were created BY THE THEME (https://github.com/learning-unlimited/ESP-Website/pull/3618)
