New dummy database #3643

Our existing dummy database (that @milescalabresi made) no longer works with our existing set of migrations, etc. We either need to migrate that database and export a new dummy database or make a new one from scratch.

I would offer mine, but it's kind of a mess.

Note to self: when it's done, upload to the S3 bucket and add the URL to /mnt/encrypted/fabric/dbconfig in the VM. Then the command fab loaddb will automatically grab this one unless explicitly fed a different path/URL. Upgrade vagrant.rst accordingly
