This is a temporary fix for https://github.com/learning-unlimited/ESP-Website/issues/3519. I've removed the setting from the settings page, and I've also changed the help text in case anyone still finds it in the admin pages.
However, I really do think we should add an interface for students and admins to add grade exceptions like this in the future (but probably not super high priority).
