Possible improvements:
rearrange buttons/links
add more buttons
add greater emphasis to checklist/reduce text
perhaps make the checklist most of the page and add other buttons/links to an expandable div or tooltip with a warning "for experts only" and a note that says if a functionality is not in the checkbox, go back and check [link] to program settings
more dynamic organization based on what steps have been done and what deadlines are open/closed/passed
more explanation (on hover?) of what each link/step does and when you want to use it
some distinctions and names are unclear (e.g., "tag settings" doesn't tell users what a tag is or how it is different from "program settings")
bonus points for inviting admins to use this feature rather than "we use Google forms (or whatever) for that, so we can skip this step"
