Comm panel doesn't allow name for sender email address #3750

Ideally we would allow the use of mailboxes (specifying a name and email address) for the comm panel to alleviate the following situation:

It might also be good to just have the default email address be a mailbox with the name of the chapter (e.g., Stanford Splash \info@stanfordesp.org\). Then admins can change either the name or the email address.
