Add a feature for "signing out" materials that ESP has. Factor this into scheduling / assigning classes and rooms.

Can someone explain what this is supposed to mean / how it's different (if it's different at all) from the current Floating Resources? Is this supposed to say that Floating Resources should be assignable? (aren't they? or are they not?)

I don't know, but I assume this is more general. The current feature is intra-program; I read this as being a chapter-wide library of (at MIT, for example) all the stuff stored in the other office, that programs borrow, other student groups borrow, etc.
