en contentpack is mandatory? #5345

I'm finding that a lot of static assets that are in the en contentpack are also used in other content packs.

How is this behaviour defined? Can anybody explain it to me so we can get this properly documented?

For now, it seems that we should tell people using pt, sw, es etc. to download and install the English content pack always. Of course, mostly these users have installers with bundled contents.. but this is not guaranteed.

This is a documentation issue, we need to ensure that guides to contentpack-less distributions such as the RPI .deb mentions it.

This is now fixed in #5350 by adding messages in the user interface. I think it's sufficient for now.
