Integrate robust offline data collection to support research and evaluation

The Kolibri Ecosystem supports data collection and aggregation in order to support MEL (monitoring, evaluation, and learning), and research that is representative of the diversity of Kolibri users

Key Results:

• Test single user sync on device pairings from [Android, Windows, Ubuntu]
• Onboard external stakeholders on data collection methodology
• KDP users are able to see reports broken down by facility
• KDP users are able to see reports broken down by content
• At least 15 internal stakeholders (including all implementation relationship managers and designers) have been engaged in making an internal report explaining whole facility and single user syncing
