Reinstate metered conection checking #218

Reinstates the metered connection checking, now that the Kolibri frontend seems to be handling it properly.

Hi @rtibbles - I confirm that the 'Use mobile data?' modal is being displayed now in the Android app if the connection is metered. It pops up immediately after dismissing the 'Welcome to Kolibri' modal and if I click 'Continue' (with the option 'Do not allow Kolibri to use mobile data' selected by default) then I don't see any other libraries in my Library. If I go to Settings and allow the download on a mobile connection, then when I go back to the Library page I can see any other available libraries and download content (provided that this is also enabled in the settings).

A note that regardless of the selected metered connection option an admin user is still able to import channels, import facilities etc.

Thanks @pcenov - sounds like this is all working as intended, for the time being we are assuming that an administrator knows what they're doing (this may not be the case, but will do for now!).
