EQM: "You can select folders with <12 questions" is not true #12292

Overview

I think that this design is currently a "Needs decisions" thing - but basically, the issue of "our messaging should be true" needs to be true to close this issue. That's to say -- we may change the number from 12 or how we decide whether to allow a folder's selection -- when that decision is made and is completed, this can be closed.
