Update favicon to be available when the default theme is disabled #12760

Summary

Modifies some of the changes made in https://github.com/learningequality/kolibri/pull/12207, because we realized that in custom installers, where the default theme is not enabled, the kolibri favicon is not working (when testing 0.17.3 in a custom themed virtual env)
