Make linting a standalone package

Summary

• Turns the Kolibri linting tool into a standalone NPM package
• Updates the kolibri-logging package for use in Node.js
• Creates a manually triggered github action for releasing npm packages in the Kolibri repo
• Note - this removes the ability for the linter to watch files. This was rarely used, seems unnecessary, and added complexity.

Reviewer guidance

Does linting still run? Similarly to kolibri and kolibri-common I did not put the source files in a src folder because it exposes multiple imports. I have updated https://github.com/learningequality/kolibri/issues/12780 to include this package as well.

Does the plan for releasing packages make sense?
