Updates needed to auth system developer documentation #9167

  1. We still refer to the old DeviceOwner model: https://kolibri-dev.readthedocs.io/en/develop/backend_architecture/uap/models.html
  2. And I think @rtibbles recently made changes that affect how permissions interact with the Collection hierarchy, which may or may not merit updates to: https://kolibri-dev.readthedocs.io/en/develop/backend_architecture/uap/concepts_and_definitions.html

For 2) documentation was updated in the original PR: https://github.com/learningequality/kolibri/pull/7928, and was updated in review also, so I think that's up to date.
