WIP, changes made so far:

Addedwebm to content_kinds.py, file_formats.py, file_types.py, and formatlookup.json, presetlookup.json
Added method to file_formats.py to find format when given id.
Added test (test_getformat)

Added the webm video format to necessary files:

Added a method to check the type of format, and added tests
