Enforces consistent ordering for labels metadata to allow persistent bitmasks to be generated based on the ordering
Adds test to enforce uniqueness of human readable label identifiers
Changes BASIC_SKILLS subject category identifier to FOUNDATIONS to conform to the above
Adds QUIZ mastery model for use in practice quizzes
Adds modalities constants in both Python and Javascript, autogenerating them from a JSON specification.

Note that the failing test above shows that the enforcement of 'no updates to label specs' is now working, as I have updated the label spec above.
