Add a banner for the catalog on how the catalog is intended to be used (and not used) #3793

It recently came to light that a community member was linking a channel in the content library from their website and using that for implementation. From a user perspective, if they're working online and just wanting to access content, it's understandable that there are reasons they might do this, given that all of the resources can be accessed this way....similar to how some programs have linked to the demo site for implementation.

The suggestion is to add a banner at the top of the Content Library page that provides additional context on the purpose of the catalog. This is a combination of text currently hidden in the FAQ and some additions:

Welcome to the Kolibri Content Library Catalog! Here you can learn more about the educational resources publicly available for use in Kolibri, which are organized into "channels". Use the filters to browse channels by keyword, language, or formats of the materials inside.

Click on a channel to get a preview of what subjects and topics it covers, learn more about its creator, see how many resources the channel contains, and learn how to import it into Kolibri. You can also find coach-specific content (lesson plans, teacher professional guides, and other supplementary facilitation material), assessments and exercises, and captions for accessibility.

Sharing the work of these resource creators is what inspires Learning Equality's efforts. We hope you find something that excites you about the potential of digital learning, online or off!

Please note that the Kolibri Content Library is designed for previewing the public resources for use in Kolibri, our offline platform for teaching and learning. The Kolibri Content Library itself is not intended to be used for the direct delivery of content. In other words, we do not recommend linking to pages in the catalog as part of a lesson or learning session! Learn more about Kolibri and download it to get started.

Edits to the above text are welcome! Another suggestion if this is too much text, is to have the banner instead link to the FAQ page (where we add in the last paragraph) with something more concise like:

Noting that the catalog servers that were being shared are actually Kolibri servers, not Studio.
