Make news feed optional

Good morning! I have a request - would it be possible to allow users to adjust their settings to hide the "News" feed? I recognize that some people find value in the feed, but for me it can be a distraction at times.

Tasks:

• [ ] Add preference to Account model
• [ ] Allow editing of this preference, probably on Account Details page. Alternatively, it could be done via a button on the news feed itself.
• [ ] When rendering the dashboard, respect this preference. We might want to consider putting something else there, to avoid a large blank, like perhaps some personal "recent actions"

Another option that might be helpful as an alternative, or in addition, would be a "focussed" or "quiet" mode for the news feed, which would mean that you see only:

• people that you follow
• groups that you are a member of

Currently those are promoted in your feeds as being more relevant, but other things can still appear.

Or we could have something even more fine-grained in terms of being able to select certain types of events to see.
