Spanish UI translation #203

This is brilliant, thanks! I've checked very briefly, and I've just finished deploying this now.

I've realised that I don't have a system in place for checking completeness of translations. There is a script get_missing_ftl.py but it looks to have bitrotted. I'll hopefully get it sorted and then report back if there are issues.

If you are intending to do any more work on this project, I should tell you that I've just upgraded a bunch of things, including switch to Python 3.10, dropping nodeenv (see updated instructions), upgrading nodejs, webpack etc. Things are still not as I'd like but there are hopefully a bit better than they were! I had got to the point where I couldn't actually rebuild my node_modules folder...

I rebased and merged this separately.

I'll look into applying those upgrades to my Docker environment, I think that explains why I was having trouble building more recent commits.

I also intend to translate the CMS pages if you give me access to them. I can work in the production site admin directly or from a DB dump if you prefer.
