Department: Define new Model

Eloquent Model:

• [x] Create a new Department Model

Routing: Our app needs three routes that do the following:

• [x] Display a list of all of our departments
• [x] Add/Update departments
• [x] Delete existing departments

Blade layout:

• [x] Create all necessary views for Form and list Table

Validation:

• [x] Make sure to validate incoming requests from client
• [x] Implement CRUD functionality
