Optimize Desktop Password Requirements to Reduce Frequency and Eliminate Unnecessary Prompts.

Remove Password Requirements for Transactions and Receiving Address Display.
Introduce single password entry upon launch (similar to extension).

With this enhancement, the wallet would also have to start locked. Currently, the wallet always starts as unlocked because signing a transaction requires a password.

+1, I'm of the opinion this is both less secure, and a worse user experience
