Allow users to make a transaction if they have a microblock balance #1724

The microblock improvements are so good, congrats on the good work!

When you have a microblock-confirmed balance, but my 'anchored' balance is zero, I can't make a transaction. I should be able to broadcast a transaction. My understanding (could be wrong) is that nodes will reject a broadcast if my balance is zero, but not if I have a microblock-confirmed balance.

PS: I also really liked the flow for setting a fee and nonce manually. I was able to utilize that during this frenzied Stacks Pops mint, and successfully did a RBF to bump my fee and get confirmed. Great work.

We're currently awaiting this node enhancement to enable behavior on the client-side: https://github.com/blockstack/stacks-blockchain/issues/2774#issuecomment-922077240
