Add faucet option to receive view for testnet users #3978

This is in large demand right now given Velar's incentivized testnet campaign in which many users are getting sent to the wallet and then external faucets to participate.

Ideally we'd have a button inside the wallet itself that would request testnet STX from Hiro's faucet then fall back to Velar's (and any others available) if Hiro's doesn't succeed.

Hiro scheduled public testnet (Nakamoto release) beginning of March, we should have a faucet in the testnet extension wallet at that time. it would be great to have this prior to that.

Do we use the same endpoint or should we create our own for redundancy?

Hiro has one that gives (a) 500 STX, (b) Millions of STX stacking purposes. We should have a faucet that gives at least enough to cover some transaction fees (c) 10-500 STX would be great.
