Add guidance for when user hits API rate limiting #4623

That informs them of what they should do in terms of wait times and how to retry, per the introduction of Hiro-based rate limiting recently.

Currently the wallet just fails to load data, so this guidance would help them understand what's going on and what to do about it, rather than thinking the app is broken.

I'm closing this issue in favor of pursuing component-specific loading indicators as needed.
