00013 snap on intersect #15

Snapping improvements.

Two effects:

  1. Bigger threshold if the moved base will be on top of another base when snapping.
  2. If multiple snap rules could be applied, the rule that would cause the least extra distance is applied. Previously, the first rule that would match would apply which in the case of WWG gave some unexpected movements.
