Feature: tool tips for bases #23

As a newbie I would like the mod to help me remember the rules of the game so that I can play faster.

Have tool tips for the bases to make it easier to see which rules apply.

What kind of info? Putting the bonus against infantry or mounted should be Ok, but having all the rules like movement or what it loses against would be too much text I think?
