Finish timer functionality #18

timer introduced in r70 is buggy.

Certain times of the day will cause the program to crash. Either that or some 
unknown variable that changes with the time.

Need to see what is actually causing the problem.

Changed priority to low. I may end up just removing the timer code altogether 
since it's not being used in the latest versions.

Changed type to Enhancement, as this would be a new GUI feature once I finish 
it (if I finish it)
