A couple of things I've added to help with ADP development at LWA-SV:

bfUdpTransmit class for sending out generic UDP data packets,
logging for bfUdpCapture/Transmit to /dev/shm/bifrost/ for monitoring network operations, and
CI4/I4 packing in quantizer.cpp.
