Add link to dashboard from homepage header #241

Many users dont find a way to access dashboard, we should have a link on the homepage perhaps with Sign up | Log in.

Here is some details about the implementation:

We should use the component Header.js on the homepage of SteemConnect instead of actual homepage top nav
Header should include SC logo in top left and language selector in top right
We may need 2 variants of the header, one with transparent background and text color in white, and the other similar than the one in dashboard.

We should wait for this #217 to be merged before start this feature.

This a user connected view. We also need the right top nav when the user is not connected please. Thanks !

What you showed is when a user is already logged in SteemConnect. We need the design when a new user is coming for the first time for instance. The login button or text
